Draft Monaghan County Development Plan 2025-2031

Introduction

The Draft Monaghan County Development Plan 2025-2031 was placed on public display on the 5th September 2024 until 14th November 2024. A total of 149 submissions and observations were received during this prescribed period.

A Chief Executive’s Report on submissions to the Draft Monaghan County Development Plan 2025-2031 was prepared in accordance with Section 12(4) of the Planning and Development Act 2000 (as amended), which summarised the submissions received on the Draft Development Plan and provided the response and recommendations of the Chief Executive to the issues raised for the Elected Members to consider.

Following the consideration of the Chief Executive’s Report at the Council Meeting on March 3rd 2025, the Elected Members resolved to amend the Draft Plan. The proposed amendments constitute material alterations to the Draft Plan.

Environmental Assessments

Pursuant to Section 12 (7) (aa) of the Planning and Development Act 2000 (as amended), the Planning Authority has determined that Strategic Environmental Assessment and Appropriate Assessment are required in respect of the proposed material alterations to the Draft Development Plan. These assessments have been undertaken, and their findings are contained in the respective reports, which are published alongside the Proposed Material Alterations document.

Submissions or Observations

Written submissions or observations regarding the Proposed Alterations only may be made in writing from 13th March 2025 until 5pm 10th April 2025.

Submissions or observations can be made via the following options:

Submissions or observations should be made by ONE medium only i.e. online, hard copy or email and must include the full name and address of the person(s) making the submission or observation and where relevant, the body or organisation represented.

Only submissions or observations received in relation to the proposed Material Alterations during the period stated above will be taken into consideration before the making of the Monaghan County Development Plan 2025-2031. Late submissions will not be considered.
